AKSHE is a public central institution legally holding the status of Juridical Person. It is accountable to the Minister of Defense. The object of its activity is the state control upon import, export, transit, transfer and brokering of military and dual-use goods.
The main purpose of this activity is to guarantee the national interests of the Republic of Albania, to supervise the implementation of its engagements toward international agreements on non proliferation of weapons of mass destructions and their launch systems, conventional arms transfers, and also the implementation of the precautions to obviate the use of such goods for military purposes.
AKSHE is the responsible institution for the implementation of the state policies on export and import of military and dual use goods and technologies. Its creation and activity are legally based on the Law no. 9707, dated 05.04.2007, ‘’ On state control over the import-export of military and dual use goods and technologies’’ and on Council of Ministers Decision no. 43, dated 16.01.2008 ‘’ On organizing, functioning and the status of AKSHE’’

This institution:

- Issues licences and authorizations, to fisical and juridical persons that
performs commercial activities concerning import, export,transit, transfer or brokering of Military and Dual-use Goods and Technologies, based on the evaluation of the criterions required by law,
- Effectuates all the necessary verifications concerning the documentation presented by the commercial subjects and also performs all needed analatycal inquieries concerning the goods object of export. This control includes all the phases of the process, from pre-licensing phase to the post-licensing one and verification of the final user and destination of the goods.
- Applies sanctions to the commercial subjects in the cases of legal offense.

AKSHE-s activity is founded on transparent legal procedures, that are made public also on-line offering all the necessary information and assistance to the commercial subjects envolved in the process.
AKSHE serves as a contact point for the implementation of interrnational agreements, concerning military and dual-use goods and technologies, ratified by Albania. As a consequence, performs its activities in close cooperation with other national institutions like the customs service, other ministries involved in the process and inteligence services. It also serves as a reference point of cooperation with international similar agencies, through data, opinion and expertise exchange.
